Who we are

The Federal Executive Council was established in 1968 for the purpose of extending the intent of the 1961 Presidential Directive to improve coordination among Federal activities and programs outside Washington DC.

The need for effective coordination among the field activities of Federal departments and agencies was then and is still, very clear.

Approximately 84 percent of all Federal employees work outside the national capital area.

Decisions affecting the expenditure of billions of dollars are made in the field.

Federal programs have their impact largely through the actions of field representatives of the departments and agencies.

In addition, Federal officials outside Washington DC are the principal contact of the Federal Government with the citizens of this country.

The Federal Executive Council performs several important functions within the state of Rhode Island:

• Improve coordination of governmental activity within the state of Rhode Island through cooperative action among Federal activities in the areas of general management, public affairs, intergovernmental relations, community relations, equal employment opportunity, and other substantive programs with interests across department and agency lines.

• Foster public awareness of Federal activities within the state of Rhode Island. From time to time, direct its cooperative efforts to specific programs concerning Presidential initiatives of general application.

In the course of its history, the Council has more than proven its value in ensuring a clear and effective communications medium between all levels of government.

Successes include:
• locality pay for RI Federal Employees;
• variety of training opportunities;
• sponsor of the Combined Federal Campaign;
• annual Federal Awards program;
• Public Service Recognition Week;
• State-wide Cable Program;
• Federal Mentoring Program;
• host Website.
